Final Auckland Council Bill introduced
The third and final Bill needed to complete local government reorganisation in Auckland was introduced into Parliament on 10 December 2009. It amends the Local Government (Tamaki Makaurau Reorganisation) Act 2009 and the Local Government (Auckland Council) Act 2009 as well as providing for transitional matters such as:
• Collective employment agreements • October 2013 election processes • The establishment of a board promoting mana whenua issues • A moratorium on the sale of Auckland Council property • Council-controlled organisations • Rating • Annual planning • Development contributions • Bylaws • Policies, statutory warrants, fees and charges • Standing orders • Initial delegation of powers of the chief executive • Regulatory matters (building, civil defence emergency management, fire authority appointments, resource management, other planning, waste) • Tax • Affected titles to land • The establishment of Pacific and ethnic advisory panels
The Bill also details amendments made to other enactments, most particularly the Land Transport Management Act 2003.
We will be running a lunchtime seminar on the Bill and local government in Auckland more generally early in 2010. Invitations will be sent out closer to the time.
It is expected that the Bill will be referred to the Auckland Governance Legislation Committee for public submissions and hearings in early 2010.
